Market value appraisal
The market value is the market value of real estate on a specific date. This is determined according to the legal circumstances and actual characteristics, other features and the location of the property.
The purchase price may deviate from the market value. Market value appraisals have no binding effect in accordance with Section 193 (3) BauGB, unless otherwise agreed or specified.
Fees are charged for the preparation of appraisals. These are based on the market value determined. The amount of the fee is set out in the fee schedule of the expert committee (PDF) (1.6 MB).
How can I apply for a market value appraisal?
If you would like to have a market value appraisal prepared, please first send an informal e-mail to the expert committee at gutachterausschuss@rastatt.de.
Expert opinions can be requested by owners, tenants, rights holders and certain authorities. If you are not the owner of a property, please submit a power of attorney from the owner.
How does the inspection and on-site visit work?
After preliminary examination of the submitted documents by the office, an on-site inspection is arranged. Members of the expert committee take part in the site visit. All rooms should be accessible. If rooms or apartments are rented out, please arrange the appointment with your tenants accordingly.
How is the market value determined?
After the inspection, the expert committee will determine the market value of your property. The office will then prepare the written appraisal and you will receive the requested copies in accordance with your application. If the owner is not the applicant, they will always receive a copy of the report in accordance with Section 193 (4) BauGB.
Information from the purchase price collection
In accordance with Section 193 (5) BauGB, the expert committees are obliged to keep a collection of purchase prices. The expert committee receives a copy of the purchase contract from the notary public for all property sales in its area of responsibility (Section 195 BauGB). If necessary, the buyers and/or sellers are contacted by the expert committee in order to obtain further information. This data is recorded in the purchase price collection and evaluated anonymously.

What information is available?
The Joint Expert Committee Rastatt offers two types of information:
Information from the purchase price collection
The fully-fledged information from the purchase price collection lists suitable purchase cases in tabular form, including property characteristics. It can only be requested if there is a legitimate interest and is primarily aimed at experts. Only publicly appointed and sworn or certified (DIN EN ISO/IEC 17024) experts are provided with data without anonymization.
Real estate information
The real estate information is simple information from the purchase price collection. It can be requested by anyone. The selection of purchase prices is based on information provided by the applicant and is given as a mean value (median) with a range. There is no tabular listing of purchase prices. The property information is therefore not suitable for determining the market value and is primarily used as a rough guide. The fee is lower than for a full report.

Standard land value information
Where can I find the standard land values?
Since the cut-off date of 31.12.2020, you can call up the standard land values free of charge in the standard land value information system (Boris-BW). For reference dates further back or written information on standard land values, please send an e-mail with your request to gutachterausschuss@rastatt.de.
Is there a charge for the standard land value information?
Please note that a land value report issued in writing (not by e-mail!) is subject to a fee. The amount of the fee is set out in the fee schedule of the expert committee (PDF) (1.6 MB).
