The expert committees are autonomous and independent collegial bodies that act in a sovereign capacity. In Baden-Württemberg, the expert committees are formed by the municipalities. Municipal cooperation is possible within a district.
Since 2019, the expert committees of Rastatt and eight surrounding municipalities have been merged so that a broad database is available for valuations. The joint expert committee is responsible for the municipalities of Au am Rhein, Bietigheim, Durmersheim, Elchesheim-Illingen, Iffezheim, Muggensturm, Ötigheim and Steinmauern as well as the town of Rastatt.
Three expert committees have been formed in the district of Rastatt as a result of mergers:
- Joint expert committee at the large district town of Rastatt
- Joint expert committee at the large district town of Bühl
- Joint expert committee at the large district town of Gaggenau
The appraisal committee consists of a chairman, who represents the committee externally, and other honorary appraisers. All members are knowledgeable and experienced in valuation. Its members are appointed for four years by the municipal council. In addition, at least one representative of the responsible tax authority is represented on the expert committee.
The tasks of the expert committee are regulated in Section 193 of the German Building Code (BauGB) and are in particular
- keeping the purchase price collection
- the determination and publication of standard land values
- determining and publishing the other data required for the valuation (property interest rates, asset value factors, etc.)
- providing expert opinions on the market value of real estate and rights to real estate
- other valuations
- the provision of information
The central task of the Joint Expert Committee is to create transparency on the real estate market.
Office of the expert committee
The office performs the ongoing administrative tasks of the expert committee. It is set up at the City of Rastatt as an appointing authority, but as an organ of the expert committee it is subject solely to its instructions.
In addition to general administrative activities, the office's tasks include
- the management of the purchase price collection,
- the collection of all necessary documents for the preparation of market value appraisals,
- processing applications for market value appraisals, standard land value information or information from the purchase price collection,
- the preparation and publication of the real estate market report and
- the preparation of standard land value maps.
