Every municipality in Baden-Württemberg must draw up an annual participation report on those companies that are subject to the private legal form and in which the municipality has a direct or indirect participation of more than 50 percent. This is stipulated in the municipal code for Baden-Württemberg.
The report is intended to provide both the municipal council and the public with an account of the development of the companies. The economic activities of a municipality are made transparent. The investment report thus serves as information for the municipal council and residents. In addition to the statutory requirements, the reports also contain information on the municipal enterprises, special-purpose associations, foundations and memberships in other important organizations.
